The drunk and criminal crowd of invaders were acting out both in the plaza area the station shares with the Cologne Cathedral and on the Cathedral's stairs that are on that plaza :

The stairs do connect the Bahnhof plaza to the street level around the Dom, but they go up to a plaza built over the Trankgasse on the north side of the Cathedral.
