I don't see where that would help at all. And as for Obamacare the only solution is to drive a stake through its heart and accept the fact that there is nothing the government can do to effectively address the issue of health care for all Americans.
Tort reform has been enacted in about half the states. In none of them have medical health premiums gone down. Malpractice premiums, yes. But healthcare costs, no.

If I live in Missouri why would I want to buy insurance from a company that does not do business here? And why would that company want to sell it to me?

Get the government totally out of medicine and insurance. We would go very quickly to having the very best and the cheapest and most rapidly advancing medicine in the world and stay there.
Dont allow insurance anything. Just eliminate all regulation of it. How it is it that states can regulate who can sell within them is a mystery given the Constitutional regulation of interstate commerce clause.

That would accomplish far more than anything else that could be done but it makes too much sense to ever happen in this insane era. Only something totally stupid has a chance to be enacted into law now. We may as well turn the legal system over to the physicians since we have already turned health care over to the lawyers.
