Except... All Obama has to do is make the FFL so expensive that no one will bother. For example when I was asked to quote a job in my shop the cost of FFL and ITAR were close to $3500. Thank Holder for that little new rule.

FFLs having been deeply culled under Clinton, now individuals have a reason to get an FFL (heck, it’s only $200 and some paperwork) because they _MIGHT_, in theory, sell 50/year - and the Executive will have just told the BATFE to approve them despite all the reasons & pressure Clinton gave to disallow/discourage ‘em.
Now individuals will have grounds to demand a right to sell personal property to private sellers without an intervening license.
Now the BATFE will be swamped with applications, and shortly thereafter inundated with litigation over “it’s taking too long” (again, one is just trying to sell personal property - a la “I’m facing risk of prosecution for selling 50 at a loss, while he’s just fine for selling 49”).
Easily reversed too, but don’t EVER let “we’ll just wait this one out” stand.
I agree that this might work to advantage, with people who wish to sell 50 or more guns a year claiming that they would be exempt from the requirement for a storefront, local zoning requirements, etc.
It might actually work out that way.
There were have to be court actions, I presume. It might not last long enough as an executive order for that to happen, if a Trump or Cruz is elected this year.

...because yeah, forcing the BATF to issue FFLs without a storefront would be a pro-gun win, after all.

Like any other federal law, that would require either a successful legal challenge or subsequent amendment/deletion.
Before the GOP regained control of the Senate, the Democrats took one (or more) of Obama's early EOs regarding alternative fuel use or petroleum use reduction (where applied to government fleet management, IIRC - possibly broader) and *presto*, it became law. Amendment to the Clean Air Act, or something like that.
It’s another case of the Left doing something to tie the Right in knots as we try to explain what the problem is, while they carry on to other offensive actions.
