Not entirely. The caucus selects delegates to the county convention, which select delegates to the state convention. If a candidate takes 40% of the vote it means they have 40% of the county-level delegates. It does not immediately translate to 40% of the delegates to the national presidential convention. Could be more than that. Could be less.
