I've seen that happen twice in my life(two times too many IMO). The first time was in the dairy cafeteria at Cornell U. When I complained about it I was told that the woman was a "faculty wife" who had done that before, and complaints were ignored because of her status.

The second time was as I described earlier. Both of these women were and I suspect still are total a$$holes and without proof of the second incident - this was BC (Before Cellphones) all the restaurant would have to do would be to deny it happened.
