Of course not, but it alters the perception. The idiot didn't know the guy was armed, and most unarmed citizens wouldn't be aware of the difference - and obey the robber.

Not only that, but the poor guy turns out to be homeless, and probably either a mental case or mentally deficient.
Cop will get screwed, although the PD is backing him pretty hard.
