Stop any and all subsidies to Mexico.
Prohibit any entry from Mexico to the US for anything, close the border.

There are over 12 million in Texas and California each.

Okay, I disagree. How is Mexico going to be able to refuse to take back their citizens if the US puts them on planes and flies them deep into Mexico. Shoot the planes down?
Not if the fine is so huge it would put the employers out of business if they had to pay very many of them!
A huge fine will never pass through congress.
But neither will prison time for CEO.
If it was easy, it would have been done already.
Only chance we have is a candidate gets elected president who will enforce existing law and deport all illegals. That does not require cooperation of congress because immigration law already stipulates deportation for illegal entry.
Sure it will or you are likely the one that will be assigned to the camp.
