Remarks by the President at Signing of the American Dream Downpayment Act:

" Thank you all. Thank you for coming. Thanks for the warm welcome. It's great to be back at the Department of Housing and Urban Development. This is not my first time here, nor will it be my last. (Applause.) I am here today because we are taking action to bring many thousands of Americans closer to owning a home. Our government is supporting homeownership because it is good for America, it is good for our families, it is good for our economy.

During the signing ceremony of S. 811, The American Dream Downpayment Act, President George W. Bush delivers remarks at the U.S. Department of Housing and Urban Development in Washington, D.C., Tuesday, Dec. 16, 2003. "One of the biggest hurdles to homeownership is getting money for a down payment," said President Bush. "This administration has recognized that, and so today I'm honored to be here to sign a law that will help many low-income buyers to overcome that hurdle, and to achieve an important part of the American Dream." "Many people are able to afford a monthly mortgage payment, but are unable to make the down payment. So this legislation will authorize $200 million per year in down payment assistance to at least 40,000 low-income families. With our tax money, George Bush put people into homes, who couldn't afford those homes based on traditional lending standards. The housing bubble -- and bust -- are partly George Bush's fault. A lot of Bushbots don't want to hear that, they don't believe in the conserative principles of accountability when it comes to reviewing George Bush's handling or his job. But facts are facts.

This program started under Carter and was given steroids under Clinton.

Remember Janet Reno giving testimoney to a Dem Congressional committee threatening banks that “red-lined”?

Banks were forced to make these loans.

Yes it was. But my point is that a lot of conservatives insist that Bush played no role in the problem. They need to recognize reality.

Right. But Bush was also part of the problem. He signed this downpayment subsidy law and he bragged about it. It was part of his strategy, with Rove, to win minority votes.

They've had many programs before this. The one we were able to use was because there were too many homes on the market. It's so long ago...in the 70's I think.

All kinds of programs.

I agree. I hate RINO’s too. But it’s not like he started it or made it implode. It was coming for decades.

But yes, he did make it worse by bailing the banks out...again by force. Banks with nop problems were forced into taking money.

What happend to balls? I would have slapped Henry Paulson upside the head and then dangle him out of a 20 story window.

They all scammed us, profited from it personally, then when the SHTF they bailed out their buddies (mostly all Dems running banks) to hide their incompetence.

Blame is everywhere. It’s the fact we’ve lost our constitutional system and the majority of Amercians just don’t f’ing care.

How does that excuse Bush - a supposedly Republican president - from pushing his own program? Or do support “compassionate conservatism” that uses tax dollars to put unqualified people into home purchases?

How does the fact that “he didn’t start it”, excuse him? When I was a kid and did something that got in trouble, if I told my mom, “Jimmy the neighbor kid did it too!”, that would never get me off the hook.

instead, she’d say: “If Jimmy jumped off a bridge, would that make it right for you to do it too?”
