found an Excel spreadsheet which said, "Non-terrestrial officers" The fool doesn't know that that refers to the origin of the officer, not the location of the assignment.

It didn't occur to him that "non-terrestrial" means not land based and therefore shipboard at sea? That the "secret program" is run by the Navy could have been a clue.
Meanwhile, there have been rumors about a purely military manned space effort going back to the 1960's, maybe based on a continuation of the X-15 program. But like MIB guys showing up on people's doorsteps to tell them to shut up or disappear it's all hearsay or fantasy till one of them shows up on yours.

Nothing being hidden. The USAF has had a Space Command since the late 70s, or so. We have and are operating the hardware.
Think for a minute, would we have a “Command” if there was nothing to command? We already had/still have a “Missile Command”, but that is for Terrestrial missiles and such.
Space Command is separate from Missile Command.
