I believe the author is being sarcastic there, quoting GOPe types.
I think that in the context this is supposed to be what the establishment Republicans are saying, not necessarily what the author believes. I apologize for my misinterpretation. I am so used to arguing with flaming libs, coupled with my hatred for caliph 0bama, that I sometimes jump the gun.
