I guess I’m misunderstanding the vote then. I thought this was part of the highway bill which my Senator voted for.

Yes, it was part of the highway bill. Note that something that actually benefits farmers was put in a highway bill because the ‘farm bill’ is almost all scam or unrelated to farms. Crop insurance was cut in the original farm bill.
It was part of the highway bill. Cruz, Paul and Rubio voted against the final bill. They voted for the crop insurance provision when amendments were being made on the floor.
This is a usual tactic, McConnell sneaking in bad stuff to poison a bill that he thinks he can ram through. I will be interested to hear what crap he tried to pull this time.
