Sad that you should say that. Because it's likely that this was a islamist terrorist attack prompted by Christmas, if the news reports are accurate as to the purpose of the gathering.

This is Southern California we are talking abut. Do you really think that counties have Christmas parties in CA? Even a holiday party would not be held on Dec 2 in the middle of the week
It was a training or work session for some environmental project.
