They are Turkmen in Syria, not Turkey. They are rebels fighting the Syrian government. Turkey can’t have it both ways, in but not in the war.

I am not sure what you meant by that, but Turkey is not at war. Their actions were defensive. In the process of explaining to you how this happened, it's easy to see that in part the response was emotional. A emotional response is never a good idea, but Russia, as Russians are very prone to do, was pushing all their buttons.
If you really want to determine who is at fault here, you must look at the "Chicken/egg" argument and that says the Rooskies involvement and their ignoring of the warning about the border, contributed greatly.
If you cannot see that, then the only assumption I can make is that you care nothing about the why.
