Has anyone seen the funny 1980s movie “The Gods Must be Crazy?” There’s a scene where a band of African revolutionaries are trying to bring down a helicopter by firing a bazooka at it. The only problem is that the round keeps falling out the back side of the bazooka. After numerous attempts, some bright bulb solves the problem by stuffing a bunch of banana leaves up the back side of the bazooka. The weapon is fired and the helicopter comes down.

The Germans had (half serious) plans to launch a V-2 at New York from a surfaced submarine off the coast of the U.S. Had they succeeded the U.S. might have held off crossing the Rhine long enough to drop one on Berlin.

Weapons-system development cycle in third-world dictatorship countries:
1. Der Leader demands new weapon.
2. Der Leader demands impossible schedule, puts someone in charge to make it happen
3. Guy in Charge musters entire military industrial capacity to attempt what he knows will fail
4. Weapon appears miraculously at deadline
5. First weapon weapon fails miserably/spectacularly/embarrassingly (pick any 2)
6. Guy in charge is executed as traitor to the state
7. Repeat from step 2.
