To be fair, on the surface, Turkey's president is fully involved in the fight against ISIS. In October he allowed U.S. jets to use Turkey's Incirlik air base for operations against ISIS, pledging that his forces, too, would join the fight.
But the truth is that Turkey's planes have aimed their missiles almost exclusively at the one army which poses a real threat to ISIS, and has won countless battlefield victories against them -- the Kurdish PKK forces inside Syria.
The trouble is that Erdogan, who has spent years ruthlessly concentrating power into his own hands, considers the Kurds an even greater threat to his nation than ISIS.

Indirectly it is about Obama.
Putin doesn’t have a Boland Amendment.
Turkey is in the grip of a more widespread movement to shed their secular past, and become an even more Islamist republic than even Iran. Taking out Erdogan, by whatever means, only means that someone even more militant is waiting in the wings to succeed him.
Unless the Turkish Army raises a revolt, much like happened in Egypt when the Muslim Brotherhood was overthrown and Morsi was kicked out. But the steps may not be that easy to trace.
The Turks are at the forefront of the effort to establish a Caliphate and restore the Ottoman Empire, and they see the ISIS as being the harbingers of that restoration.
Of which the Turks will then graciously step in and take over the control and direction of that objective.
I honestly do not know if the Muslim Brotherhood has much sway within Turkey. But you do not hear of Turkey taking any action to overtly suppress them, either.
The truth terrifies them. Most of them do just enough to survive and live in LaLa Land the rest of the day.

The problem is that the Arabs behind ISIS view other non Arabic tribes as inferior. Certainly the Arabs do not mind to use the Turks as cannon fodder. But Turks becoming Caliphs? That’s not gonna happen.
