Children born to military families overseas are often dual citizens. They are born of American parents (subject to the jurisdiction of the US government) and on American soil (military base) in a foreign country.

My son was born in Germany. He had dual citizenship until age 18 when he had to renounce his German citizenship.

Yes but that does not mean his is not a natural born citizen. Two US parents birth filed with US State Department and irregardless of what Germany says your child is a natural born citizen of the USA.

"American soil (military base) in a foreign country."

Again from military.findlaw.com
Contrary to popular belief, military bases are not considered "U.S. soil" for citizenship purposes.

Until I researched it I too thought US bases overseas where US soil.
