He could have been automatically registered to vote when he got his driver’s license, if CO. does what many other states do.
I am an RN who worked in a forensic mental hospital so I have some perspective. He appears mentally ill and the stories of his rambling incoherent speech and lack of a social footprint add weight to this possibility. Unknown if he was being treated, and prescribed meds and if he was taking them. Actively psychotic schizophrenics are usually disorganized and not good at planning, but we don’t know his history so it is hard to say.

Thanks for background. I’m betting he resists meds to keep him functional, the few people I’ve known with complex psych diagnoses rarely complied with med prescriptions.

Not sure why this case has grabbed my attention, but it has.
