Because either :
1) They’re trying to gather HARD EVIDENCE
2) They want to know MORE about his co-conspirators and who they are corresponding with.
3) These folks they are tracking have not done anything (yet).
I assume they are pursuing the tried and failed strategy of trying to see who the suspects contact so they can reel in the larger network. This risks letting the terrorists slip the leash and commit heinous acts that have to be covered up lest the gubmint’s role be exposed (likely Oklahoma City situation, possibly TWA700). Arresting and deporting foreign jihadis back to Saudi Arabia, Somalia, etc., does have a downside, since it means losing all control of them. I am hoping that after Jan 2017, there will be a series of fatal accidents.
