Inability or unwillingness? I think it is the latter. The effect is much the same but the distinction here is one of volition. He is unwilling to open his mind and therefore falls into the invincibly ignorant category.
It’s not that Obama refuses to see the Muslim threat. He sees it quite clearly.
He is on the other side.
Once you reach that conclusion his actions are very understandable.
