Remember Penny Chapman, the woman who ordered two of her cousins to shoot up a Septa bus with automatic weapons after she freaked out because a man on the bus had criticized her for spanking her child?

I talked to an Indy detective who watched the two non shooters being questioned. They were rolling on the floor crying their eyes out and spilled their guts on everything - complete confessions. They almost broke the shooter but he never did confess.
