I live in Stafford and what you have is a natural bottleneck associated with the Stafford traffic. By ending the HOV lanes where they did, they simply accelerate HOV traffic into a bottle neck. Surprise! Traffic jam.

The traffic on 95 isn't that bad in the mornings until you hit the beltway. Somehow in the afternoon it is worse. The weekends can really suck. 95 is the main north south artery on the east coast and running in and out of DC, but it only has three lanes. Now that they are selling these HOV projects to private companies there will be no lane construction on the regular lanes. Having McAwful as a governor makes it even worse. In NOVA traffic and roads are the main campaign issue for the state house.

495 and 95 = malfunction junction.

It was a whole lot worse back in the 90s before they built the new Woodrow Wilson bridge and reorganized the interchange ramps into and off of 495 and 95.
