"Gender non-conforming" is apparently a different category than 'transgender'. So, it isn't someone who has gender dysphoria.
It's someone who just feels like 'non-conforming' his was that day. Probably just to get into the girl's dressing area. "Well, I just don't conform to the notion that I'm a guy....today."
Exactly. I remember being a fourteen year old boy, if there was an option to use the girls' locker room, I would have done it and so would every guy I knew.
