I cannot imagine the Presiden making it through an attack here after the crap he’s said. The calls for his resignation would be deafening.
If the jihadists want to sow confusion and dissipate the alarm and alertness of their target countries they will be putting out chatter about innumerable strikes everywhere and will perhaps carry through with one somewhere. If they can keep up the false alarms the west will become inured to the threats and will pay less attention so that when the time is right they can do another big one. In the meantime they can shut down a lot of events without even having to buy bullets.

They put out fake signals. They never turn out to be accurate.
The real attacks are not advertised.
Clever ploy by the hacker group. If there are no attacks, they can claim that they helped foil the attacks. And if there happens to be an attack, they are proven right.
