Most of the workers at a munitions plant are likely “civilian” — but, they aren’t “innocent civilians”.
For every “combatant” on the ISIL front lines; there are probably more than a dozen non-combatants acting in supporting roles. None of them are “innocent civilians”.
The only innocent civilians in close proximity of ISIL terrorists, are those being held against their will.
You don’t defeat a large-scale enemy without punishing the civilian population that they operate within too. See Nazi Germany and Japan. It’s no surprise that we haven’t won any wars since then, after we started worrying about “collateral damage” and “civilian casualties” and started pulling our punches.
Evil people grow up in a culture that either encourages them or doesn’t do enough to discourage them. And if their civilization is that dysfunctional that they produce evil people, they aren’t going to change until they’re punished severely for it.
