U.S. intelligence officials don't believe IS has the capability to develop sophisticated weapons like nerve gas that are most suited for a terrorist attack on a civilian target.

Sounds an awful lot like famous last words, and irrelevant if they manage to get their hands on any of the stockpiles the Russians moved from Iraq to Syria prior to the 2003 invasion. They missed some of the Sarin, discovered by US forces in 155 mm artillery shells.
