At that time, the UN came to the US and the Soviet Union proposing that we destroy our stocks of virus, which, to its credit, the Carter administration refused to do. At the same time, Biopreparat in the Soviet Union was reputed to be working with black smallpox. That facility on an island in the Aral Sea has been in the hands of Muslims for over a decade. There were reports that some of the virus had been acquired by Saddam Hussein.
To my knowledge, vaccination was minimally effective against weaponized smallpox, but the point is moot: we have no way to vaccinate that many people and their immunity is long gone.
