yes...but I'm sure the strategy was more like: jam the thing through, seize a large percentage of the market, overcome remaining political opposition as people realize how great it is, then blame it's obvious failures on insurance companies and morph it into single payer. All they have succeeded in is giving up more and more political power, while educating the public on how bad government is at running something like this.
