"The administration officials assured the governors that the refugees would undergo the most rigorous screening and security vetting of any category of traveler to the United States, the White House said in a statement.IOW - they will check the database and when the person doesn't show - because the person hasn't had any outside contact that can be traced - they wil say, "Did everything I can with this one, on to the next new inhabitant".
