They are compartmentalized. People at the operational level have no idea where the money or instructions come from. There are probably several more layers before you get to the top guy. But those top guys are probably known to the NSA. But they are too important, or too rich or too connected to take down. We need a Winston Churchill who told the former king before he shipped him off to the Caribbean, “If you so much as open your mouth I’ll have you killed. Understand?” (The former king was pro-Nazi. Churchill also telegraphed FDR and told him if he didn’t remove Joe Kennedy, then ambassador, then Joe would have a fatal accident. Joe was also pro-Nazi.)

If we were at all interested in defeating Islam and all that good stuff, we’d destroy Saudi Arabia for one. We always ignore where the bad guys come from, and instead hit targets with no real meaning.
