Officials: No, states can't reject Syrian refugees

More than a dozen governors have said in the wake of the Paris attacks that they do not want their states to accept Syrian refugees.

But officials at several American refugee resettlement agencies said Monday that state and local officials cannot physically prevent refugees from being resettled in their areas. They said that all refugees who arrive in the United States must first be approved for legal entry by the federal government after a lengthy screening process and that their housing arrangements are made through long-term contracts and relationships with city, county and state governments.

“Governors and state officials do not have the capability to prevent a refugee who is here and admitted lawfully to the U.S. from residing in their state. It is not something they can do,” said Lucy Carrigan, a spokeswoman for the International Rescue Committee. “There is a close collaboration with governors and mayors and community leaders about the capacity of the area for refugees and where they can go, but once they have legal status, you cannot impede their transit between different states.”

A total of about 1,900 Syrian refugees have been resettled in the United States in the past two years, all of them brought directly from camps and settlements in countries surrounding Syria. Carrigan and others said none of them had been part of the wave of migrants coming through Europe. The 1,900 are a tiny fraction of the 200,000 living near Syria who have been approved for resettlement in the United States. The International Rescue Committee, based in New York, has resettled about 250 of them. . .

The federal government pays nine primary national contractors to resettle refugees and asylees. These voluntary agencies or VOLAGs are listed below with their initialisms:

CWS: Church World Service

ECDC: Ethiopian Community Development Council

HIAS: Hebrew Immigrant Aid Society

IRC: International Rescue Committee

LIRS: Lutheran Immigration and Refugee Services

CC/USCCB: Catholic Charities/U.S. Conference of Catholic Bishops

USCRI: U.S. Committee for Refugees and Immigrants

EMM: Episcopal Migration Ministries

WRI: World Relief Inc.

There are 350 federal subcontractors in 190 cities, all affiliated with the nine main refugee VOLAGs, but cataloging them is beyond the scope of this paper.

Amounts awarded by the federal government to these 9 contractors since 2008 are shown in the table on page 5. These data are likely incomplete, because the contractors are often listed under more than one name or the name has been entered incorrectly.

Here’s what I think people are missing:

States and localities ALREADY have contracts, ones they’ve willingly but quietly entered into, in place that OBLIGATES them to accept refugees.

For which they get Federal compensation.

I bet the penalties for breaking those contracts really suck, too.

A while back a FReeper (can’t remember who, unfortunately) described Federal money as the candy Progressives use to lure the unsuspecting into their plain white van.

Nothing illustrates that better than this situation. And it also demonstrates the old adage that people get the government they vote for. Since state and local governments, on behalf of their constituent citizens, have the legal contractual obligation to take these refugees in.

My a$$ they can't. The tenth amendment addresses this. The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

What are the feds going to do. Throw them at us at gun point.

The way I read this is that once they're in - anywhere - they can go wherever they want. I don't know how a state can prevent it without a border check everywhere. Seems if any state allows it, they're in. Maybe it will take action on the federal level to stop it.

Finally, the American public will get at least a strong idea of what is going on with Obama and his bureaucracy in recolonizing the US with migrants who have no allegiance to this country. Sultan Knish has posted about the whole process on his very informative blog. All of these imported foreigners are non deportable. They are legal residents and are here to stay, being supported by the govt in one form or another. Like illegals who now want to be legalized, they bypass all of the legitimate applicants who have applied for citizenship. Much more to be said but I hope this is the beginning of public awareness as to what is happening under our anti American , twice elected, president.
