Though the whole thing could easily have been planned as a photo op - they were surrounded by photographers and meeting outside an elevator, after all. So it was acted out as casual, but they wanted the world to see them in a huddle.

I agree with your thoughts there. It's hard to tell what if anything is going on there other than a photo op. If it was important, it wouldn't have been done in the open. > IMO
