I seriously doubt she’s waving at anyone in particular. She’s so phony...just open her mouth with that phony smile and pretend she’s just seen her BFF in the crowd. Such a phony...been doing that for years!
She does this everywhere she goes, and someone always takes a picture of it, and that picture always gets published somewhere.
But she only does it during campaigns. Apparently her stalker does not follow her when she is not campaigning.
You never saw her do this as a senator or secretary of state at all.
In fact, she rarely ever smiled much less sported that obnoxious perma-grin.
