He needs to announce (with appropriate Louisiana National Guard & State Police senior officials in the background) in no uncertain terms that they are not coming to Louisiana!
Announce that any federal official who participates and performs these actions on state soil will be arrested and prosecuted for endangering Louisiana citizenry. It's his job as the Governor of Louisiana to protect it's citizens!

He needs to force a confrontation based on state sovereignty.
