Too many Guns in Las Vegas.
Shooting are always successful in Gun Free Zone.

Vegas has a few weak points and could suffer some casualties, but its population is reasonably well armed and the more visible targets are reasonably well defended daily.

It’s also low population density. Vegas covers considerable territory. The original 9/11 attack plan was to blow up the Stratosphere tower in Vegas, but the terrorists determined that only a few people would be crushed on the ground by the falling tower due to the low population density of Vegas.
