Basically you are correct. However, many scientists estimate the Maunder Minimum to begin around 2020, if at all.

Bottom line: they don't really know. We'll just have to be surprised.

My experience is that the govt always telegraphs what it is going to do and what they know is going to happen. IMO the grid is likely going down but not from a solar flare. More likely cyber attack.
