I always thought that he might have been recruited by the CIA. Now normally the CIA could give him a plausible cover story and his records would come out looking normal. But what if he screwed them over like he does everyone else? The CIA can't admit this dufus was recruited by them, so they just leak enough to make him have to scramble. JMHO
