Oh it should within a minute or so every year on November 11 (leap year re-adjusts it). It also should take place again in late January except about a half hour later. Check out your friendly analemma. It will give you dates and times.

Thanks. I did think that leap year would affect the precise time, as well as other factors. Regardless of all the exact timing the memorial is very impressive.
