Well, to be fair, this only covers who are employees of New York State. But, indirectly, the effects you describe will occur.

Since 1950, New York has lost an amazing eighteen (18) seats in Congress! To stay in New York, it probably helps if you like to pay taxes. Or if you like free stuff. Mostly the latter.
The day when your smart phone will ask you, "Would you like fries with that?" are already here.
