Well I tell you what, the poor wouldn't get FREE cell phones.
That money would be used to buy more ammo for the troops AT THE LEAST.
Lather, rinse, repeat for all the worthless gimmedat programs, and you'll have a well-funded military without needed another dime extra!
The money spent on cell phones for the poor is like 0.0005% of the defense spending. I am not for anything free, but never lose track of proportions.
