Think of it as having an occupation force in place even before the invasion. The foreign men could then be trained and ordered to police the remaining population after the invasion takes place with few causalities to the occupiers themselves (they only use special forces and large scale ops after the invasion to deal with large holdout regions). And Russia and China can force compliance by threatening to nuke Mecca.

Afterwards, when the black man failed at keeping power, Charlie's Family, which they estimated would have multiplied to 144,000 by that time, would then take over from the black man and rule the cities.
