The law is CLEAR. The pResident has NO authority to CHANGE FEDERAL IMMIGRATION LAWS.

The issue is not changing immigration laws but rather whether the President can expand his ability to use prosecutorial discretion for individual cases to an entire class of lawbreakers. Going from one person to five million is a violation of the law. The President doesn’t have such powers as Obama himself admitted over 20 times.
