LOL. I remember Hispanic kids taking Spanish in 1961 High School. They failed the class even though Mexican Spanish was their first language.
Why are we giving any country aid? Why should it be legal to tax U.S. citizens and give it away? To another country, to our own citizens who chose not to work? It’s called ste4aling. These are not legitimate expenses of a country.
Charities to a much better job of helping folks than government. Government is in to wealth redistribution.
To call people who would do this to children sick / disgusting is an understatement. I remember a feminist group doing something like this with very young girls before. If the parents allowed this, they are not fit to be parents.

The comments remind me of the days when living in the SW I took one year of Spanish in HS and another year of Spanish in my freshman college year. When I wanted to transfer to the foremost public university in the world I was told all that Spanish meant nothing towards getting my getting a science degree. I ended up taking a year of German.
Would not doubt it for a nanosecond.
