The impact of this decision on U.S. energy prices will probably be inconsequential. Everything I've seen suggests that this pipeline would mainly serve export markets from the Gulf Coast ... which means oil prices will likely remain suppressed in the U.S. as a result of this.

Is that what happened? I think I read that Canada was threatening to do just that a couple of weeks ago but I was not aware they had announced it.
