Oakland Unified and San Leandro Unified, which both have programs aimed at reducing suspensions and expulsions in ways that more positively address student behavior, chiefly by eliminating "willful defiance" and disruptive behavior as reasons to suspend students.
Be a thug in the classroom, disrupt the learning process for all students, scare away any competent teacher. Yep good idea.

I womder how the high school teachers would respond to this in Oakland and Los Angeles? I bet I already know the answer.
