In the general election, Trump needs to make Congress a central issue of his campaign. These points should be hit home:

1) It’s gonna be a lot easier to accomplish what needs to be done if we have a Republican Congress.

2) BUT, Republican leadership in Congress MUST change. Trump needs to reach out to conservative congressmen. He should also publicly endorse a House Speaker, and Senate majority candidate

As President, he should insist that Congress pass a Congressional term limits amendment to be sent to the states. Bargain with them. i.e., If you want X, Y or Z, you MUST pass a term limits amendment first.

There’s no way that rule will change. If that’s even possible. Seems to me it would be a violation of parliamentary procedure to say a majority can’t remove a Speaker.

All he can hope for is a promise they’ll not to try to do it.
