Foreign students are already legalized to work under the OPT program.

OPT workers enjoy a hiring advantage over Americans in that the OPTs are exempt from employer Social Security tax contributions. That makes OPTs cheaper to hire than American new grads and eligible to become H-1B’s.

You seem to have missed the following from Trump’s position:
“Requirement to hire American workers first. Too many visas, like the H-1B, have no such requirements”
“Increase prevailing wage for H-1Bs. We graduate two times more Americans with STEM degrees each year than find STEM jobs, “

OTH Cruz want to quintuple the number of H-1B’s who will be eligible for the following occupations:

H-1B’s are not only for STEM work

No. OPT allows students to work for only 12 months, for a time period of when they are in college and up to one year after college.

That has nothing to do with what Trump wants. Trump wants them to stay and work here legally, and he gives no time limit and he makes no mention of hiring Americans first like he does for H1B.

And with H1B at least there are time limits.

Roughly about 240K foreign students graduate each year, so in terms of existing H1B numbers I believe that would be a 400% increase.
