They were all EXPIRED visas, they were not here legally.
Not all the hijackers’ Visas had expired. But every hijacker did break the law when obtaining their visa by submitting an application falsely stating that he was not seeking to enter the United States to engage in terrorism. This was a felony, punishable under 18 U.S.C. § 1546 by 25 years in prison and under 18 U.S.C. § 1001 by 5 years in prison, and was a violation of immigration law rendering each one inadmissible under 8 U.S.C. § 1182(a)(6)(c).

Only two had expired visas at the time of the attack and only one had a student visa.
That said, several of the individuals should have never been granted visas, as they were on CIA watch lists. So I think Mr. Trump’s statement could be spun to indicate that he would have revamped the entire immigration system AND intelligence sharing in 8 months.
