Ahead of its required disclosure of third quarter fundraising, the Jeb Bush campaign says it is cutting back and being more frugal in its campaign spending. A Politico story on Thursday, sourced with a variety of Bush “insiders” is likely a pre-spin of disappointing fundraising over the summer.

I remember a few months ago, when the political buzz of the day was Jeb taking an Uber ride....and the media was soooo excited to see it.
Trump has shaken things up a bit.
Has any political campaign ever announced spending cuts and then went on to win the race?

I do not believe so. I remember Jimmy Carter coming out of nowhere back in 1976 but I don't remember fundraising ever being a problem with that campaign. Obama also came out of nowhere but he was well financed from the get go - in fact, that's how he was able to beat Shrillary for the nomination.
Being strapped for campaign cash at this juncture is probably a fatal blow for a presidential campaign. Especially considering that the current front runner has a virtually unlimited supply of money.
