No, if Trump makes the Mexicans pay for the wall on their side of the border, there will be no need for eminent domain. LOL. We’ll see. A border wall would be an appropriate use for eminent domain. It’s harder to sell the concept for a casino.

Oil companies do it all the time. Their pipelines are approved under the concept of "public utility," that is, benefiting the public at large. That's why it's okay for an oil company to get right of way and use eminent domain, despite the fact that the land is not being directly used for public use, only a "public purpose," that is, convenient and beneficial access to oil. Some pipelines are refused public utility status, but usually that's pretty rare. The casino that buys up land but is held up by a holdout-- just like for an oil pipeline-- can produce just as much public utility, at least relative to a city that might be wanting those jobs and tax dollars. Then again, a Casino also brings crime and many other things, so you could say that the overall "utility" is negative. But what about a manufacturing plant? It changes there.
