Thanks to Adrian Ashfield for sharing this information with me who tells me this information comes from the research notes of Louis F. DeChiaro, Ph.D, a physicist with the US Naval Sea Systems Command (NAVSEA), Dahlgren Warfare Center. I am told this text has been cleared for public dissemination.
As for duplicating the Pons and Fleischmann results, we now have a much better understanding of the phenomenon, and the list of prerequisite conditions is rather lengthy. Failure to meet even one of those conditions results in zero excess energy output. The data suggest that there may be more than one initiation mechanism, so Im most qualified to comment upon what is known as the atomic vibrational LENR initiation mechanism (because my formal background is in Condensed Matter Physics).

No primary source to review. This could have been written by my loser nephew (except for the use of more-than-two-syllable words).
But that is what the article is about...repeating it and observing, which they did and have a scientific explanation to go along with it! The point here seems to be that Pons and Fleischmann were unable to reproduce their results. They probably didn’t know about the impurity that allowed their system to work. Now it is known. At least, that is how I read it. But you are correct: If it is real, there will be more repeated experiments.
Read the slides.....several groups are showing 100% repeat-ability.
Yeah, the only thing with a worse track record than cold fusion is hot fusion, which has spent 100's of billions of dollars with no practical result, and is still 50 years away.

This is the first credible thing I have read about LENR. It claims reproducibility consistent with theory. If this is legit, we are about to usher in a new era in human history. Once the engineers get their teeth into these preconditions, things will move faster than anyone can imagine.
New fortunes will be made, crushing old ones. Borders will shift. The middle east will become irrelevant except for it’s export of crazy people. Tech savvy nations will become richer. Others poorer.

I was getting tired of the hand-waving we had been seeing in the past. But if we have a NAVSEA scientist officially saying he's able to get energy, then that's a big step towards credibility. Especially if gets published in an IEEE journal.
In your PDF, there's also mention of Rossi (page 13) being halfway through a 400-day test at a customer factory of a 1 MW e-cat. If this pans out, then it is starting to sound exciting.
I would just want to see more mention in publications outside the ecat clique.
